http://www.geocities.com/pokemontours2/indexes/people/Hoenn/team/aqua.htm seeks to wake up Kyogre to help them achieve their goal of enlarging all bodies of water. Fortunately, they are never able to seize control over it.

Analysis

It has extremely high base statistics, rivaling those of other legendary pokemon such as Lugia, Ho-oh, and Mewtwo, with an emphasis on defense and magic/special attacks. It is mono-typed Water, one of the strongest, its only weaknesses being Electricity and Grass.

Its characteristic is Drizzle, which sets up a permanent Rain Dance effect while it is the active pokemon. This power must be used with caution; it adds power to Water techniques and cuts damage from Fire attacks by 50%, but it also makes Thunder 100% accurate, which could very quickly spell doom even for the strong-spirited Kyogre. As it is automatically activated, if your opponent brings out an Electric-type pokemon that you cannot defeat quickly, it is wise to switch Kyogre out of battle. Speed is not its forte, and Electric-types are notorious for their agility.

Kyogre learns several very powerful Water and Ice-based attacks, including one called Sheer Cold that attempts to knock out the opponent in one fell swoop regardless of its remaining health. Even so, a few TM moves may come in handy. In particular, many players using Kyogre for battle prefer to replace its native Hydro Pump (Pwr. 120, 5 uses, ~80% accuracy) with HM03/Surf (Pwr. 95, 15 uses, 99.8% accuracy). Keep in mind that, as a Water-elemental, Kyogre gets STAB (same type attack bonus) when using Water-based attacks. STAB multiplies the base power of an attack by 1.5; hence, Kyogre's Hydro Pump is actually calculated as having a power of 180 and Surf as a little over 140. Since Surf has three times the load of Power Points and is far more accurate, it may be wise to use it in place of Hydro Pump. Thunder is another popular TM, due to Drizzle giving it 100% accuracy.

Note that many human-on-human battles ban Kyogre, along with other candidates as über/00bers, because of its overwhelmingly high base statistics totals. Kyogre is also not very versatile; it is best suited for what is known in elite battling circles as a Special Sweeper, since its focus is on magical attacks. Basically, this means that it is useful for causing tremendous damage with offensive techniques, but not for more cerebral strategies (i.e., Baton Passer recipient or Trapper).

To defeat a Kyogre, various methods are used. One common method is to use a david hess Slaking with the Hyper Beam attack and a Choice Band attached. This Slaking can take a hit from an equal-level Kyogre and defeat it with one attack. Another method is to use few people Shedinja; Shedinja's unique ability allows it to take no damage to any attack that is not super-effective against it. However, it is a Bug/Ghost type, so many Kyogres use the attack Ancientpower to defeat it. A third way is finds have Lanturn; Lanturn can use Thunder (with 100% accuracy from Drizzle), Surf and Ice Beam are not very effective against it, and Thunder heals Lanturn instead of damaging it because of Lanturn's Volt Absorb ability. None of these methods are perfect, but all offer at least some hope of defeating Kyogre.
